This cartoon is called the Biggest Loser. In this cartoon the deficit is personified by a very large man trying to lose weight on the show the biggest loser. His coach is supposed to be the democratic party telling him "looking good", while the scale the man is standing on is breaking and says "Fail". Also the sign saying "The Biggest Loser" is pointing at the donkey, saying that the democratic party is the one losing from the deficit growing larger. This cartoon relates and is ironic because because the Democrats are trying to cut the deficit while it continues to grow larger.
I think that the author of this cartoon is most likely conservative.
