This cartoon is called "Look On The Bright Side". The author chose this name to portray the way that the government is trying to avert the general public's attention from the deficit crisis.

In the cartoon there is a plane on the verge of crashing with "Deficit Crisis", this plane is being piloted by the 2 political parties, one of them saying if they look out the other side there are things more pleasant. The cartoon is trying to say that we should in fact be focusing on how to fix this crisis instead of just ignoring it as the government in this cartoon suggests.
